The Directorate's objectives are to plan, design, construct, maintain, manage and control the railway infrastructure (both civil and rolling stock) in the country as well as to ensure the provision of railway services, in compliance with National Transport Services Holding Company Act (Act No. 28 of 1998).

The directorate deals with Railway Network Development, Maintenance, Rehabilitation as well as modernization of rolling stock fleet. 

The Railway directorate aims are:

  • To ensure continued provision of reliable railway transportation services by maintaining, upgrading and rehabilitating railway transportation infrastructure.
  • To extend the Namibian Railway Line System by planning and developing rail infrastructure connecting major economic centers  to the rest of the SADC region
     

    PROJECTS

    Railway Network Upgrading: Walvis Bay to Tsumeb This project is for the upgrading of the earthworks embankment, strengthening of bridges and other permanent way infrastructure. It aims to increase the axle load/ton of a 600 km stretch of railway line section to a minimum SADC standard of 18.5ton/axle load by using 48 kg/m rail or other high profiles. To date some 183km has either been upgraded, repaired or partially upgraded. The project supports the expansion of the Walvis Bay Port as it will provide for an efficient flow of cargo on the Trans-Cunene rail corridor. 

Northern Railway Line Extension Project - This a three phased project of which Phase I (246km) Tsumeb-Ondangwa and Phase II (60Km) Ondangwa-Oshikango of new rail are completed.  Phase III (28Km) between Ondangwa and Oshakati is currently under construction.

 

Phase III involves the construction of a new 28km railway line between Ondangwa and Oshakati. It will consist of 48kg/m rails on concrete sleepers.

Under this project the following contracts are currently running;

  • Construction of Road over Rail Bridge at km 5.6 on the Ondangwa -Oshakati road- and the Earthworks embankment between km 14 and km 28 are completed.
  • Construction of Earthworks embankment between km 0 and km 14 is ongoing.
  • Future plans are to construct the permanent way, a halt, as well as station building and station platforms at Oshakati station.
Upgrading and Rehabilitation of the Aus-Luderitz Railway Line Aus to the Lüderitz harbor railway line (140km) was upgraded to 18.5 ton/axle load. The sand dune problem some 10km outside Luderitz remains a big challenge since the dunes block train operations. Designs to construct a 4.5km sand tunnel to overcome this problem have been compeleted. Works on the tunnel section is expected to commence in due course.

Rehabilitation of the Sandverhaar-Bucholzbrunn railway line- This project entails upgrading the 40km railway section between Sandverhaar and Bucholzbrunn from the current carrying capacity of 16 ton/axle to 18.5 ton/axle.  The project shall also involve redesign of curves to improve speed and improved drainage structures since the section lies in a flood prone valley.

           

Commuter Train Projects - In 2014 the Ministry of Works and Transport commissioned four pre- feasibility studies to investigate the viability of transporting commuters by rail between Windhoek Central and other major economic centers.

 

The need to investigate commuter rail transport services was borne out of a multitude of factors i.e. the envisaged population growth within the capital city, the increase in numbers of commuters from the nearby towns, traffic congestion within the city, as well as vehicle accidents on our roads. It was deemed necessary to explore alternative, affordable, yet reliable mode of public transport that would hopefully alleviate many of the problems experienced by depending primarily on vehicular transport.

 

The feasibility studies were done on the following routes;

  1. Commuter Train Services from Windhoek to Hosea Kutako Airport
  2. Commuter Train Services from Windhoek to Okahandja
  3. Commuter Train Services from Windhoek to Rehoboth
  4. Commuter Train Services from Windhoek to Central Katutura and other suburbs

 

The next stage for the projects is detailed design and this will commence soon.

 

Development of the Trans Kalahari Railway Line, Coal Storage and Associated Loading Facilities - In 2010 the Governments of the Republics of Namibia and Botswana entered into a Memorandum of Understanding to facilitate the development of the Trans-Kalahari Railway Line Link in Namibia. In 2014 the two governments signed a Bilateral Agreement on the development of the 1500km line, with its associated coal storage, conveying, loading and other ancillary facilities.

 

A Project Management Office Agreement led to the establishment of a Project Management Office in Windhoek which was mandated to run the day to day project office matters. It is envisioned that the project will be implemented on a Design- Built -Own -Operate and Transfer investment model.
 

Cape Fria – Katima Mulilo Railway Line - Long term planning is made to provide intergrated transport solutions for the country.  Rail transport sector has been identified as a catalyst for the development of all other sectors of the economy in long term plans such as vision 2030. Thus, the construction of a new Port facility in the vicinity of Cape Fria on the West Coast of Namibia and the related rail transport infrastructure from the proposed new port to Katima Mulilo connecting to the Zambian railway network is being planned.

The rationale for the proposed port and railway line is the development of a new transport corridor in northern regions of Namibia which will serve landlocked Southern African countries such as Zambia, DRC and Botswana.

 

Trans- Orange Corridor - This railway line links South Africa to Namibia, making it possible to export mineral products, like manganese, goods, agricultural produce, especially form the Northen Cape area of South Africa via the Port of Luderitz.

 

 

Supporting TransNamib -  The Directorate facilitated and funded the procurement of Six brand new C23EMP locomotives, 2 Reach- Stackers,  90 Sulphuric Acid tanks, Ballast tamper, Maintenance trucks,  as well as Small Plant & Tools,  Wheel Profiler, Welding Machines, Coach Screw,  Coach screw trolleys, PR2 Drills, Disc Cutters Frog & Switch Grinders, MP12 Grinders etc. for maintenance activities
